Danielle Carr (Founder & CEO)

Danielle Carr is a performance-driven executive with over a decade of experience in government relations, contracting, and strategic development. As the Vice President of Government Relations at Koniag Government Services, she has successfully positioned the company to secure over $120 million in awards within eight months. Danielle has cultivated close relationships with key federal agencies, including HHS, DOJ, and the National Guard Bureau, and has been instrumental in advancing small business and HBCU inclusion programs. Her expertise in government initiatives, stakeholder engagement, and strategic growth strategies has made her a respected and trusted partner in both government and industry. Danielle's leadership and advisory roles have consistently driven organizational objectives and fostered strong partnerships with government entities.

Danielle Carr has been instrumental in accelerating Koniag Government Services' growth momentum since joining as Vice President of Government Relations in October 2023. She collaborates with the Executive Leadership Team to execute the company’s strategic vision and achieve growth objectives. Danielle acts as a liaison between Koniag and government entities, identifying capability and funding trends. Her efforts have led to over $120 million in awards within eight months, increased technology partnerships, and expanded the company’s footprint with key federal agencies such as DHS, NIH, and the National Guard Bureau. She also created a Small Business and Historically Black College Inclusion Program to support federal mandates.

At Western Door Federal, Danielle provided leadership and advisory support to staff across IT, Construction, and Environmental acquisition directorates. She played a crucial role in expanding the team and increasing contract awards, supporting the NGB HQ acquisition leadership and stakeholders. Her relationships and strategic initiatives contributed to significant business development support for Seneca Holdings, the parent company of Western Door.

Danielle served as a Business Transactions Specialist and Intelligence SME at Systems Planning & Analysis, Inc., where she analyzed transactions for CFIUS reviews and supported acquisition projects. She provided leadership and advisory support to the Non-notified Deputy Director under Foreign Investment Review within DASD Industrial Policy. Her work involved creating roadshows, briefs, and step-by-step playbooks for OSD executives, focusing on Artificial Intelligence and Biotechnology acquisitions.

In her role as Intellectual Property SME and Acquisition Advisor, Danielle developed IP training and policies for the Department of Defense. She led efforts to implement new policies, guides, and training as instructed by the NDAA 2018, increasing the DOD’s Acquisition Workforce's knowledge on protecting and negotiating IP and Data Rights. Danielle also provided guidance on various acquisition-related topics and assisted with drafting research questions to apply Machine Learning for data analysis.

As Managing Partner and Principal at D&C Advisory Group LLC, Danielle provides contract expertise and advisory support to federal agencies and industry CEOs. She specializes in federal contracting, offering acquisition advisory support and training in strategy, contract negotiations, intellectual property, and subcontractor disputes. Danielle has successfully negotiated significant contracts, including a $185 million IT Application Development BPA.

Danielle provided high-level expertise in acquisition management at IFAS, LLC, Department of Defense WHS. She managed a team of 22 contract specialists, overseeing pre-award, acquisition planning, post-award contract administration, and closeout activities. Her strategic recommendations and leadership expanded the company’s footprint at WHS, empowering her to make critical business decisions in the absence of senior executives.

At USAID, Danielle managed contracts and subcontracts for international aid programs, providing oversight for contract administration, pricing, and closeout. She performed transactional due diligence and offered expert advice on procedures, laws, policies, and good business practices to senior stakeholders. Her work supported major contract awards valued at $160 million and $250 million.

At Unisys Corp., Danielle directed subcontract administration and management functions, encompassing solutions development for RFPs, negotiations, risk management, and project support for multi-million-dollar procurements. She managed a portfolio of subcontracts valued over $600 million, supporting various markets, including healthcare, defense, and information technology.

Danielle advised and supported government sponsors and partners at the U.S. Department of Transportation, developing strategic acquisition approaches to achieve mission success. She supervised two teams of contract specialists, handling both simplified and complex procurements, and developed repeatable solution sets and acquisition artifacts.

Danielle began her career as a Contracts Specialist at NASA Goddard Space Flight Center, where she managed contracts and supported procurement activities. Her role involved overseeing contract administration and ensuring compliance with procurement regulations, contributing to the success of various NASA projects.
